“I am writing to express my thanks and those of the Foreign and Commonwealth Office for your work during your secondment to the EC Observer Mission to South Africa……(it) required great versatility and resourcefulness on your part to cope with the initial uncertainties……I received very positive reports of what you were able to achieve …. I want you to know that in South Africa you brought great credit to the Gloucestershire Police and to the United Kingdom as a whole.”

Baroness Chalker of Wallasey
Minister of State
13th May 1993

“I am delighted to write to you a second time to thank you on behalf of myself and the Foreign and Commonwealth Office for another excellent contribution to the delicate, and often dangerous, work of defusing violence in South Africa……Your skill and professionalism was very much appreciated, not least by Judge Goldstone himself. …..I want you to know that in your two assignments in South Africa you have brought great credit to the Gloucestershire Police and the United Kingdom as a whole.”

“During the past two years there were hundreds of Observers and Monitors in our country helping to nudge us along the path of a relatively peaceful transition to democracy…. I can say without any trace of hyperbole, and knowing that the vast majority of leading personalities in the civilian NGO’s will agree with this assessment, that David was by far the most valuable and valued of all the Observers. He was highly professional, very generous with his technical knowledge, analyses, insights and resources…..Moreover, he acquired within a very short period a sound understanding of the SA political dynamics, regional differences and political sensitivities. He also won the respect of people on all sides of the Political spectrum, and among police personnel as well. His discreet style of operating enabled him to influence the police in ways that no other foreigner succeeded in doing. He assisted them in taking what for them were giant leaps forward in many instances.”

“Dear David

Thank you for your positive and meaningful contribution to the people of South Africa.

“You have contributed to developing relations across race and colour, the democratic movement and the security forces. Your critical and helpful proposals helped us save and develop many issues, which we as South Africans saw with our own internal perspectives. It is important to reflect from positions beyond our own and we often called upon you to broaden our thinking.

Thank you for being an integral part of our team of conflict resolution especially in Cape Town.

When the focus of the world cameras have left South Africa, we will remember people like yourself who came to help rebuild our country in breaking the barriers of apartheid.”

Chair of Cape Town Peace Committee

“……David has an acute understanding of South African socio-political dynamics an a refreshingly unbiased approach to our problems. He is deeply committed to the process of transformation and has established the respect of a diverse range of South Africans. The skill and expertise David has gained overseas is sorely needed in these tomes and his ability to transgress the first/third world divide is a rare quality.”

“Dear Ambassador,

I wish to take this opportunity to express my appreciation for the assistance your Government has rendered in allowing Mr Jackson to serve with the Commission. He has played a major role and has greatly contributed to the credibility which the Commission has established……..”

Judge R J Goldstone
Chairman
The Commission on Public Violence, Corruption and Intimidation

“Mr Jackson served with the Goldstone Commission from 12th October 1993 to 7th May 1994. He acted as the International Observer for the Cape Town investigation unit. The Commission mandate is for the prevention of Public Violence and Intimidation……. I recommend Mr Jackson for a position for the investigation into war crimes (in the former Yugoslavia)”

Judge R J Goldstone
Chairman of the Commission

“…I was very impressed with Mr. Jackson’s political and communication skills. It should be noted that the region in which we operated was considered to be among the most difficult. Prior to our arrival, there had been virtually no communication between protagonists. Thanks to Mr. Jackson’s grasp of the issues at hand and his persuasiveness, within a few months we were able to set the peace process in motion. More than anything, what impressed me the most was the ease with which he won everyone’s confidence and trust. He was an excellent listener, none-critical and always trying to instil a sense of respect and responsibility on the part of the protagonists by making them realise that they and they alone held the key to the solution of the conflict that had gripped their country for so long. In a country where most whites were perceived with scepticism, Mr. Jackson’s sensitivity to cultural differences and respect for traditional customs and practices earned him a lot of respect and admiration…..”

“David has made a real contribution to the Regional team this year, and we have been able to benefit from his expertise vis-à-vis information technology in the field of IUN. David clearly has an “abundance mentality” in that he willingly shares information and contacts with the Region and actively encourages the sharing of good practice and useful information…..He has worked hard to build a cohesive team within the Branch, which is really beginning to pay dividends in terms of appropriate and innovative service delivery…. David has maintained a healthy morale within his team…throughout a period of unsettlement within the organisation…He brings a balanced view to operational issues…. I have found David’s contribution to Regional work very valuable and his experience and expertise is much appreciated.”

“….I have worked with David for the past four years and  during that time enjoyed his enthusiasm and support for the work that I was apportioned to do.
David proved loyal to the organisation, conforming to all directives including those that were new in concept to him at the time. He was always aware of his team and thoughtful to include them in decision-making. When leadership was required it was always there.”

“Whilst serving on secondment with he European Community Observer Mission in South Africa, is commended for his courageous actions, on 27 November 1993, when, following a violent struggle, he detained an offender, wanted by the South African Police who had broken into his private apartment. His actions were in the best traditions of the British Police Service and Gloucestershire Constabulary”
